In these documents dated 1999 and 2000, a HUD director and an attorney on behalf of James Wilson discussed, via written correspondence, whether it was a conflict of interest for Wilson to serve dual roles as mayor of Cairo and director of the ACHA. HUD ruled that it was a conflict, but advised that Wilson could request a waiver. Wilson requested the waiver and HUD approved it.
