This is an example of one of several pre-trip housing travel vouchers issued to former director James Wilson and others for cross-country conferences.
This one for a April 2012 trip to Seattle, Washington, is figured by calculating mileage roundtrip from Cairo to Seattle -- 4,600 miles at 55 cents per mile -- for a total of $2,530; adding lodging for six days at $75 per day, for a total of $450; and 11 days of meals at $60 for a total of $660. Receipts show he used the authority's credit card on at least some meals, and another invoice shows he paid, again, using the authority's credit card, $1,805.25 to stay at the Sheraton in downtown Seattle for five nights, at $361 per night.
That means Wilson was reimbursed through his voucher for lodging and some meals that were funded by other means. Wilson took eight trips to conferences, and received similar travel vouchers for each totaling more than $14,000, in the year prior to his retirement in March 2013. He used the authority's credit card to pay to the tune of thousands of dollars more to cover the cost of lodging, airfare and some meals for himself and other employees and board members.
